Policy

Policy Aim 1 – To represent the interests of EV users in Scotland

  1. The Association shall be run by a Committee of members typically consisting of a Chair Person, Vice-Chair Person, Secretary, Membership Secretary, and a Treasurer. The Committee may be augmented from time to time by the inclusion of other members with specific skills beneficial to the operation of the Association.
  2. All Association decisions on its Aims, Policies, and Structure shall be made at an Annual General Meeting (AGM) where a quorum of one third of the total number of Full members is present. Other Association Meetings shall be held on a regular basis and issues other than those listed above may be decided by the members present e.g. events, Shows, and the dates and venues of subsequent meetings
  3. Membership of the Association:
  4. Shall be open to both drivers of vehicles, and individuals who aspire to own such vehicles, in which some or all motive power comes from an on-board battery capable of moving it under electric power
  5. Shall have two levels: Full membership with voting rights and Associated membership (see separate post on benefits and rights for each level)
  6. Occasional Members’ meetings shall be held at venues decided by the Membership; Associate Members may attend such meetings if they pay the Members’ subscription at that meeting
  7. The Association shall maintain a website including a private discussion area for members
  8. The Association shall conduct periodic surveys to gather members’ views

Aim 2 – To promote EV use in Scotland

The Association believes that EV use should be encouraged by:

  • continuing subsidies for the purchase of EVs
  • provision of other benefits and incentives including the use of bus lanes at all times for registered EVs, the Automatic ‘All-zones’ parking permit for all towns and cities in Scotland, the free use of pay and display parking, plus any other future benefits and/or incentives that might be provided in Scotland during the Associations’ discussions with the Governing Bodies e.g. free access to ‘Congestion Zones’ or ‘Low Emission Vehicle Zones ’ and ‘Scrappage Schemes’
  • The Association believes that the Visit Scotland ‘Green Tourist Scheme’, Forest Enterprise and YHA should encourage the installation of EV facilities at their sites (and their members’ sites)
  • The Association believes that the legal right of conversion of ICE vehicles to Electric Propulsion should be protected
  • The Association may attend environmental events and exhibitions to support the EV movement

Aim 3 – To be a collective voice to work with all Stakeholders to pro-actively identify and highlight the specific issues of ownership and driving of EVs in Scotland and related infrastructure

  1. The Association believes that charge facilities:
    • Should be appropriate for the charging location
    • Should be part of planning consent conditions for all hotel, shopping centre and car park applications and for all road accessible renewable energy installations over 100kW
    • Should be protected by legislation similar to that for disabled parking bays with similar signage, fixed penalty notices and roadway marking requirements
    • Should offer a ‘Right to Charge’ at any publically funded facility on commercial or Council premises
    • Home charging should not be burdened by unnecessary legislation nor be restricted nor disallowed.
    • Should include the use of standard 13A sockets if no other technology is available
    • Any payment method for charging must be based on actual energy consumed and should be charged at a per kw/h rate used and not on a flat fee per session
    • Charge facilities should always be utilised following the Code of Good Practice (which is being developed in conjunction with Transport Scotland)
    • Charging facilities should always include universal, open charge sockets

  2. The Association encourages the relationship between EV use and renewable energy which will deliver Public benefits in terms of Climate Change and Air Quality Improvement
  3. The Association believes that charger databases should use open data and be freely available and kept up to date
